As Narendra Modi did a re-org of his government, many newspapers are still grappling to understand the drivers behind the re-jig.
To me Narendra Modi's performance management mantra consists of 3 parts. All ministers and their outcomes were evaluated on 3 counts
1) Reform - Given the 10 years of UPA mis-governance, virtually all ministries needed a short term reform to get India back on track.
2) Transform - An aspirational India needs a long term roadmap. Ministers are expected to provide a long term visionary roadmap for their ministries
3) Inform - Ability of ministers to convey to the masses their policies and short term wins.
Ministers who met or exceeded expectation on all the above 3 counts retained their places or promoted. The rest were dropped or moved around.
Lets take the case of Smriti Irani , she had to go about reforming education system in India which is being neglected for the last 7 decades and is infested with Marxist termites. She went about the reform agenda with a lot of zeal and passion. She met with some success and a lot of opposition. While reform picked up pace, there was little of a long term transformation roadmap put in place. Hence we have a new minister who has to complete the task Smriti started - provide a long term roadmap and execute to it.
Finance ministry has done well in reforming our economy but was always plagued by small niggles which got the government a bad reputation with the old pension class of India. More needs to be done in terms of transformation and hence you see a new team in place.
The new bunch of ministers have been inducted to with one goal in mind - Transform and Inform i.e. accelerate the implementation of already announced policies and showcase the results.
Others like Piyush Goyal, Nirmala, Nitin Gadkari are doing well on all three counts.
The logic put forth by the media on caste and state representation does not seem to hold much water. Narendra Modi's Performance Management Mantra is simple - Reform. Transform & Inform.
